1. What is the basic problem O'D is dealing with in this article (i.e., what is the crisis to which he refers)?
2. What are the symptoms of this crisis, how does it manifest itself?
3. What is a "brown area"? Where are we most likely to find brown areas? Are they growing or shrinking?
4. What are the possible consequences for democracy at the national level?
5. What is low intensity citizenship, and who has it?
6. Are size and strength of the state the same thing? (I.e., is a large state a strong state, and a small state a weak state?)
7. What are the causes of the current trend toward weak states in Latin America?
