Go to the control panel --> "Clock, Language, and Region"
--> click either "Change keyboards or other input methods" or "Change display language"

     

(2)
--> "Keyboards and Languages" --> "Change keyboards..."

     


(3)
--> "General" --> "Add"

     


(4)
--> "Japanese" --> "Keyboard" --> click both "Japanese" and "Microsoft IME"

     



**Now your computer is japanized. You should have the language center on your taskbar.
