A Note on the Text
The MSS. from which tbe following Chapters are extracted, were written
at sundry times, and are in an unfinished state;---tbe author appears
to have designed ultimately to have worked up the sketches he has thus
left into An Introduction to a Pannomion, or Complete Code of
Laws. Some of the latest sheets are dated June 1831. [Bowring]
The Pannonmial Fragments were scanned in from Volume III
of the Bowring Edition of Bentham's works.
