A Note on the Text
I have split Mill's essay ``Civilization'' up into seven sections, following
the indications of sectioning in the original, viz. extra space
between paragraphs. The section titles---in square brackets---are mine,
not Mill's. So long as some are on slow dialup connections, this will,

Westminster Review in the April, 1836 issue, and I digitized it
