The Sanjūsangendō, of "Hall of Thirty-three Rooms," was commissioned by emperor Goshirakawa in 1164. The hall contains one thousand and one "thousand arms" Kannon statues. The last figure was completed in 1252. Goshirakawa was motivated by the belief that a ruler who honored all one thousand Buddhas would bring peace and properity to his realm.
